Replay Media Catcher downloads flv file- which does not seem the best format to then use the Replay Converter to convert to DVD, certainly as the converter does not up convert.
And for playing on a TV- best at DVD format or Mpeg-2?

If you don't want to lose quality, just don't convert.
To get the best quality you may
- connect HDMI out of your computer with HDMI in of your HDTV
or
- use network media player supporting FLV files
IMHO the next best option would be to use a DVD player supporting MPEG-4 AVC files. Some FLV files use MPEG-4 AVC video and AAC audio, so you may try to use "MPEG-4 Lossless Extraction" or "MKV Lossless Extraction" conversion presets of Replay Media Catcher. More on this:

If your DVD player supports DVD-Video discs only, then use Replay Converter to burn DVD-Video discs from FLV files. Alternatively you can record from screen into DVD-Video using Replay Video Capture:
