Default Editing avatars in user Control Panel doesn't work

I was able to set my profile photo but I could not set an avatar photo. Is it purposely disabled?

    Hi Craig,

It should work now. I turned on custom avatars. Let us know if you continue to have trouble.

    I'm Nick.

If I post an icon would I become iconic(k)?
