Need a program that can play an English format PAL in my computer

I had hoped my inventory of Applian replay products would also help me play a PAL disk, but so far, no.
Does anyone know if it does, will, or what program might play an English format PAL in my computer? I can't get the format recognized by anything I currently own.

Windows Media Player should be able to do that as well. Do you have problems because of the regional restrictions?
