How to set video bitrate lower than 1000 kbps on MPEG-2 Video format? Im using Replay Video Capture 5. any other version do this?

I am also using Replay Video Capture 5 and I don't think this version has an option for this. I don't know with other versions, though. http://imagicon.info/cat/14-16/vbsmile.png
