PlugIns

With me, Tools, Settings, PlugIns, is totally empty.

It seems there are plugins (the Help File shows some), but ..
a) where can I find them ?
b) donot know what plugin is doing what ?
(maybe, afterall, there are no plugins that may interest me, but right now I cannot judge)

Is there a kind of downloadfolder somewhere.
