Converting to Mobile 3GP

When trying to convert a .flv file to Mobile 3GP 15 or 12 fps, the program starts to convert and then gives a failed status. Right clicked on the failed file and checked troubleshoot but still fails when trying to convert. Is there a procedure for this type of conversion?
