Cannot download with user account control on (v3.02 Vista Home 32bit)

I'm still having trouble downloading in Vista with the user account control on. I'm also running Norton 2009 IS. Using v3.02? Any help?

If you have Vista and are using Internet Explorer try this:

Close your browser
Open Media Catcher and click "Start recording". In the upper left corner, click "Record" and choose "Launch Default Browser". Now you should be able to capture as you navigate.
