Cannot start screen capture filter

I just upgraded to v7 before I entered my new reg # I could record a youtube video. Since new reg # entered I get the error?? Any advice would be appreciated.

Right mouse click the icon on your desktop. select properties. Select compatibility. Select run as an administrator. Now, give it a try for us.
