Default What is a good Video Bitrate? A little advise please.

I honestly can't detect much difference between the a video bitrate of 8000 and 12000.
Which would you recommend and why? Also which framerate is better PAL (25 fps) or NTSC (29,97) or doesn't this effect the quality?
Also the audio bitrate, What is normal dvd quality? 192kbs or 256kbs?

Thank you very much in advance for your answer.

Pal is for Europe DVDs and NTSC is for US. The bitrate is up to you and what you are recording. I use the smallest bitrate that I can while still liking the quality
