This program is not able to do what you want at this time. We are working on this so perhaps in a future version.
Yes, if you are running Vista, you can. In the search box in Vista type in: movie
Hit enter

This will create a .wma file. Use Applian converter to change it to the format that you need.

One other "free" program that will help you splice is Audacity:
