I usually use high bit-rate like 6000-8000 kbps and then convert videos using x264 or xvid video codec.
Movies are shot with 24fps, so using 24-25 fps is good enough for videos (NTFS movies use 30 fps, but they are created from a 24fps film, so there is no sense using 30 fps).
When you record video conferences that use slide-show, it usually make sense to use a smaller frame rate.
