Screen Magnification

In reviewing the RVC tutorial videos, I notice that the screen is occasionally "magnified" to highlight a particular area where the instructor is demonstrating something. I can find no way to enable this in RVC. Is this another program, or are you using a different screen capture program to create the tutorials? This is a very useful feature!
