How do you install the toolbar so it can be used from multiple xp accounts?

I installed the freecorder toolbar from an administrator account and although all users can see the toolbar in the browser (IE7) no one but the administrator can actually use it. Every other account just takes you to the applian web page that instructs you to download the freecorder s/w.

Any ideas?

You can only use the toolbar as administrator.
