Cannot change fps in the settings

I want to record at 29.97 frames per second but each time I change it in the settings for it resets itself back to 10.
I have version 6.06

Can anyone help?

Does it reset itself during the recording or when you close and open the program again. Also, there are some formats that you can't change so try a different format.
