Download or Convert VIDEOS at CUSTOM PLAYBACK SPEED

Requesting a way to allow VIDEOS to be downloaded or to be converted after they are downloaded to a CUSTOM PLAYBACK SPEED. In other words, whenever I view a VIDEO online, I have the option to adjust the PLAYBACK SPEED i.e. 1.25x 1.5x, 2x, etc. Does a feature exist or can be added to the APPLIAN SUITE that would allow download or conversion of video playback speed in the same way? For example, download a 60 minute video into a 30 minute version by adjusting it to playback at 2X Speed through a download or conversion setting.
