Safari Issues - Unable to Download anything

I'm using Mac OS 13 (Ventura 13.2.1)

Every time the Replay Media Capture app is set to 'monitor', because it is using some proxy setting to filter the web page and capture streaming, safari just says it can't connect as it's not secure.
It doesn't seem to work at all when using Firefox. It throws a security alert on chrome, but then doesn't play the video.

Has anyone been able to find a way round these things to capture streaming video for viewing in their own time?
