100% CPU usage

Just got RVC 5.1. Pentium Dual core T4400 2.2 ghz processor. 4gb ram on windows 7 system. Experimenting with recording some Cspan and all the time my CPU usage was at 100%. Everything the same now except RVC is closed and CPU is at 7%. Do I have something set wrong or what is it I need to change?

Try and record from the smallest screen possible (about 1/4 of your monitor) use MPEG 2 for the video
