Recording stream - playback is choppy

I can tune to this stream and it plays fine. When I playback a recording from this stream it plays very choppy. It reminds me of time lapse video but with audio instead. Sounds a little like its playing fast but it also seems to be missing intermittent portions of audio. What is going wrong?
