Record Level Meter Stuck in ver 3.5

I'm running an HP-Compaq 6510b laptop with 2.0ghz dual-core processor, 2gig RAM, and 160gb hard drive.

The record level meter is stuck at max no matter how loud the music is, even if nothing is actually playing.

The good news is that the recordings are coming out okay so far.
