Frames

I cannot exactly cut out a section of my Microsoft media files. Depending where I place the marker; it will either go to 2:10:06 or 2:10:10. I would like to cut out from 0 to 2:10:08.

I am thinking the media splitter can cut out frames, but not sections of frames. It looks like my frame size is 00:00:04. Is there a way cut inside of a frame?
