Installation Problems: Ask toolbar without the record buttons (Windows Vista, I.E. / Firefox)

I have the Ask and Record toolbar installed ok on one pc, but when I try and install on another all I get is an Ask toolbar without the record buttons.

Both pc's are running Vista Home premium both have IE7 and firefox 3. The one that is ok works in both browsers, the other pc shows up as just Ask toolbar in both browsers.

I have uninstalled and reinstalled several times, and it shows up as being Ask and Record in the add and remove programs list.

Any ideas ??

This will happen if you are not logged in as administrator. I do not know of anything else that can cause this.
